This is Chester Town Hall.

(If Chester is a city, then why is it called the Town Hall? Could be worse, I suppose; Birmingham calls theirs The Council House...)

It was built in the 1860s to replace the old Exchange building which had burned down earlier in the decade. It's modelled loosely on the design of the Cloth Hall in the Belgian town of Ypres.

This is the tower on top of the building. The clock wasn't added until as recently as 1987, and it has dials on only three of the tower's four sides.
